Los Angeles police officer Jack (Keanu Reeves) is enraged when former bomb disposal officer Howard Payne (Dennis Hopper) thwarts his hostage taking attempt. Payne retaliates by equipping a bus with a bomb that will detonate if the bus travels slower than 50 mph. With the help of intrepid passenger Annie (Sandra Bullock), Jack and his partner Harry (Jeff Daniels) attempt to rescue the bus occupants before the bomb goes off, while also trying to figure out how Payne is spying on them.
